Rhoda Garland is the Executive Director at the Commission, she was born in the UK and studied for a degree in Accounting and Finance, following which she qualified as an ACMA qualified accountant. She worked in Blue Chip companies as a Management Accountant and in project management before moving to Malta in 2006. In Malta she worked initially as an IT consultant before reading for a Master’s Degree in Disability Studies at the University of Malta.
On the completion of her Master’s degree in 2015 Rhoda moved into the disability sector where she worked for MFCS researching and writing the first Maltese State Report for the United Nations Convention before moving to CRPD working on EU Projects before she was appointed as the Executive Director in 2016.
Rhoda is committed to promoting activism and has a special interest in the education and employment of disabled people. In her free time she enjoys scuba diving and sailing.
Dr Bernard A. Busuttil
Director of Investigations, Compliance and Enforcement
Dr Bernard A. Busuttil is the Director of Investigations, Compliance and Enforcement at the Commission for the Rights of Persons with Disability, which is the Independent Mechanism responsible for monitoring the implementation of the National Disability Strategy in line with the UNCRPD and also acts as the regulator for the Maltese disability sector, protecting the rights of persons with disability in Malta. Previous to this position he held various other roles within the same commission.
He studied at the University of Malta where he obtained an MA in Public Policy and a Doctorate in Law, following which he was called to the Maltese Bar in 2018.
